As John McCarthy and others have pointed out, we can simply
refossilize plenty of fuel by bulldozing, burying, and replanting
the Siberian and Canadian forests.  This is more efficacious yet
sneakier than energy rationing as a means to starve and impoverish
the Overpopulated World, which is, after all, what we're really after.
